Public Private Partnership

BOO: Build Own and Operate to Establish IT Educational Infrastructure at Public Institutes of Education Department, Punjab.

About the Project:

The Government of Punjab had initiated Public Private Partnership (PPP) to promote computer science and ICT education at public institutes. Initially scope of work is limited to Intermediate of Computer Science (ICS) then it was extended to graduation level as Advanced Computer Science (ACS). Evening short courses was also the value added product of this PPP.

Expertise in relevant field
Local management
Ownership
Sharing the burden of public sector


In this project, government desires that private sector provides
Investment to establish computer center for CS and ICT education
Trained and qualified faculty in relevant field
Independent management that can render required services


This type of PPP is called as BOO (Build Own and Operate)

The Government of Punjab had acquired services of Punjab Information Technology Board (PITB) that is autonomous IT authority for the execution of following function

Administrative and contract awarding affairs
Monitoring and evaluation affairs
Academic affairs

 
Role of public Private Partnership

The objective of public private partnership is to bring in private investment for infrastructure development in public institutions, thereby reducing the burden on the public exchequer. It will also ensure the availability of teachers and efficient use of resources. However strong monitoring mechanisms are required to ensure that quality education is imparted and standards maintained. This is particularly important given the lack of expertise in most public institutions to administer CS educational programs.

Private partners are responsible for the provision of:
Labs with adequate infrastructure.
Qualified Teachers for the approved curricula.

 
Role of PITB

On 12.04.2000 the Governor of the Punjab allowed the association of the Punjab Information Technology Board with the Punjab Education Department, for starting Intermediate in Computer Studies (ICS) Program and later vide Government of Punjab, Education Department’s Notification No. SO (A-IV) 10-37/2002 dated 12-09-2002 initiated to conduct of Advanced Computer Studies (ACS) classes in Government Colleges with the collaboration of the Private Sector.

Following roles are given to PITB at this time
To arrange technical inspection of the private firms for their registration, accreditation and monitoring of the courses.
To compile the evaluation / progress reports of the Computer Centers/Private firms working in the Government
Educational Institutions under the ICS Policy 2000.
Educational Institutions under the ICS Policy 2000
To develop a strong linkage among PITB, Education Department, Principals, Private Partners, EDO’s and Students.
To coordinate with three sub-committees of the ICS policy committee, these would only work as the recommending bodies

 
Role of Education Department

Punjab Education Department is the owner of the ICS/ACS Program. Education Department have huge network of colleges having all infrastructure (building, staff and faculty for other than computer subject).

 

Role of College Administration


The College Administration is given the Following roles:

To facilitate and provide adequate resources to private partners for the establishment of computer lab in college premises.
To ensure the better enrollment in the ICS/ACS program in their respective colleges
To provide feed-back regarding the managerial/financial practices and quality of education provided by the private partner on regular basis to ensure a sustained quality.

 
Role of Policy Committee

The ICS policy Committee acts as a steering committee and is responsible for ensuring academic excellence in Computer Education to be imparted in Education Institution. Scope of this committee along with the role of the subcommittees is as follows

 

Academic Affairs:

To provide, manage and standardize the curriculum and the development of relevant textbooks.
Teacher’s training.
Subject Combinations and related matters

 
Administrative & Contract Awarding Affairs

Establishment of Liaison with the Education Department and other Government and Non Government agencies/organizations
Award of the License Agreements.
Identification, drafting and execution of future contracts.
Resolutions of the complaints referred by the Monitoring Cell

Monitoring & Evaluation Affairs

To Devise and implement data collection strategies for the data regarding academic, administrative and financial heads.
Development of analytical techniques for the evaluation of collected data
