Faisal Yousaf
Director General (IT Operations)

Faisal Yousaf, a business growth visionary and a strategist IT expert, holds a good 13 years of insightful experience in the industry. Yousaf after completing his formal education in Computer Sciences started working at Netsol as a Software Engineer. Later, in January 2004, he joined the Punjab Government services as a Project Director. Today, as the Director General (IT Operations) at Punjab IT Board, Yousaf has tremendously helped the industry flourish in Punjab through his devoted and skillful management; directing the Operations and Maintenance of Arfa Software Technology Park is yet another feather in his hat.


Rizwan Rashid
Director General (IT)

Mr. Rashid has over 30 years of experience in the areas of Information Management, Systems and Technology. He has worked in myriad industries - oil and gas, semi conductor manufacturing and design, ICT for development  assistance and IT service delivery. The bulk of his experience has been with the United Nations Development Programme (UNDP) where he served first as a Sub-regional Information Manager and later as the Regional Information Manager for Asia Pacific, covering twenty-five countries. He has worked in large multinationals like Schlumberger, Norsk Data and Intel on the one hand and well known Pakistani entities like LUMS and Techlogix on the other. Mr. Rashid has a Bachelors in Electrical Engineering from UET, MS in Computer Engineering from the US and MBA from the Warwick Business School, UK. He is a bibliophile, loves traveling and is a certified scuba diver.


Sajid Latif
Director General (e-Governance)

With over 17 years of experience in both Private and Public organizations, Sajid Latif brings with him extensive knowledge and understanding of how the Government functions. His guidance and mentorship helps us find our way through complex governmental procedures smoothly. He holds a Master in Computer Science from Bahauddin Zakariya University, Multan and has also been in the academia as a visiting faculty in various colleges.


Waqar Naeem Qureshi
Director General (IT Solutions)

Waqar N. Qureshi is an IT industry veteran with over 25 years of local and international experience in IT management, software development, and large-scale rollout of globally-proven ICT solutions. He has successfully spearheaded several important information technology initiatives for Education, Health, Transport, Livestock, and Agriculture sectors - including the provisioning of e-citizen services, automated fare collection systems, and m-governance applications.
Prior to joining PITB, he has held leading IT management positions at the Lahore University of Management Sciences (LUMS), Pakistan, United Technologies Carrier, UAE, and Vroom Technologies, USA. He has a double-major in computer science and economics.


Burhan Rasool
General Manager (IT)

Burhan Rasool is a Computer Science graduate with a Master’s degree in Software Project Management. His areas of interest include Software Development, Requirements Engineering, People Management, Cost Estimation, Software Process Engineering and Organizational Cultural Change Mechanics. 
Currently, Burhan is leading the Software Engineering Directorate, Punjab Information Technology Board, Government of Punjab as Director (Software Engineering), leading multiple Software Engineering teams working on different technology projects (both web and mobile applications) for all departments within the Provincial Government especially health, education, agriculture & multiple law enforcement agencies.

Muhammad Waseem Bhatti
Director (Citizen Facilitation Services)

Muhammad Waseem Bhatti is a Computer Science graduate with a Master’s degree in Software Engineering. He is a Certified Microsoft Certified Technology Specialist (MCTS) & Oracle E-Business Suite R12 Supply Chain Certified Expert Consultant (Purchasing).

He has 16 years of managerial experience in Program Management, Information Systems Planning, Development, Implementation, Procurement, Contract Management and Vendor Management. He has successfully managed and delivered many Enterprise Scale Projects.
Currently, he is working as Director (Citizen Facilitation Services) and being Project Director (Citizen Facilitation & Service Centers) leading PITB’s flagship project Establishment of Citizen Facilitation & Service Centers across Punjab.


Nisar Ahmed
Director (Administration)

He is having 20 years of vast experience in administration and senior level management. He is Experienced and skillful in the Start-up and Leadership of New Organizations with management experience in the strategic planning, staffing, budgeting, resource allocation and leadership of administrative field, maintenance, training and logistics. He has been handling the procurement, control, management and supervision of operations and maintenance of entire fleet of transport. He has been involved at different levels in close coordination, building government relations, media projection, planning and implementation of Corporate Social Responsibility Projects.


Saima R. Shaikh
Director (Training and Development)

Saima Shaikh, a Master’s in Computer Science from Lahore University of Management Sciences (LUMS), holds a diverse working experience of 15 plus years in both corporate and education sector. She started her professional career as an entrepreneur laying the foundation of LumenSoft Technologies. Later she diverted towards academia and headed the Computer Science Department of Kinnaird College for Women. During her strong academic career, she also worked as an Adjunct Faculty at LUMS. Further, she has been delivering lectures on ICT and e-Governance to Senior Civil Servants since 2001.

In June 2010, Saima Shaikh joined Punjab IT Board she showed great devotion and massive leadership skills which resulted in her promotions. She has successfully led some key projects like Punjab Law Portal, the establishment of Microsoft Innovation Centre in Lahore, and Oracle certifications through IT Training Academy. Besides many other major projects, Saima Shaikh, today, is managing the Online Web Presence of Punjab Government departments; the Social Media Team; various IT trainings, conferences and workshops; and numerous development projects of the Punjab Government. The Hajj Management and Monitoring System is also among the various jewels in her crown.


Sajjad Ghani
Director (IT Infrastructure)

Sajjad has more than 13 years experience in IT industry with an extensive expertise in Designing and Implementations of an Enterprise IT Infrastructures, Datacentre with best of the breed and cost effective solutions. He has hands-on experience of IT Systems, Business Process Automation, Cloud based Infrastructure, Dynamic Datacentre, Security Infrastructure tools & technologies, Enterprise Monitoring solutions,and information assets for diverse companies and organisations.

He delivered more than 50 trainings to different organisations. He holds high level Datacentre (CDCP), Microsoft (MCT, MCITP, MCTS), Infrastructure Library (ITIL v3), Storage and Project Management Certifications and Trainings.


Ata ur Rehman
Director (Development & Procurement)

As Director at PITB, Ata is heading Development & Procurement wing. He holds Master degree in Business Administration with concentration on Technology Management. Ata brings with him more than a decade of experience working with Federal Government and donors such as the World Bank and DFID. Ata has helped us to reform our procurement process and manage development portfolio of ADP schemes worth 10 Billion rupees.
As a public management professional, Ata has got extensive knowledge and experience of public procurement and public sector projects funded by international development organizations. Besides leading Development & Procurement team; he is also working on E-procurement project, aimed to automate Government procurements at state level in collaboration with PPRA and the World Bank.


Adil Iqbal Khan
Joint Director (Development & Infrastructure)

Adil Iqbal Khan has 9 years industry experience of software design and implementation in service oriented, object oriented, data warehousing and distributed environments. He specializes in integrating large scale enterprise applications, ETL and software development. His areas of interest include requirements analysis, database design and solution architecture.

Currently, he is leading the software development and infrastructure team of Punjab Public Management Reforms Program (PPMRP) that aims at improving performance of Health, Education, Irrigation, Agriculture, Livestock & Dairy Development, Local Government & Community Development and Board of Revenue departments.

Prior to joining PITB, Adil worked as Data Integration Consultant at Teradata, Assistant Manager at Mobilink and Software Engineer at Techlogix. Adil holds BS(CS) degree from FAST-NU Lahore and MS(CS) degree from Lahore University of Management Sciences (LUMS).


Ali Mazhar
Joint Director (Technical)

Ali has 9 years of experience in the field of Project Management, leading technical and administrative management for end to end IT services and managing large scale projects of IT as Project Manager. His strongest skills lie in the areas of strategic planning, identification and resolution of key issues, process implementation and customer care.
He has previously worked with top organizations including Warid Telecom and Fatima Group. He is well versed with stakeholder management at CxO and functional levels. Currently, Ali is leading the technical team of PITB’s flagship project “e-Stamping” across Punjab. In addition to his experience, Ali has a solid educational foundation and a passion for service focused solutions.

Saflain Haider
Joint Director (e-Government Applications)

Saflain Haider, a graduate from Kingston University, holds an extensive experience of Managerial roles at leading enterprises of Pakistan and United Kingdom. Haider, an innovator and out of the box thinker, maintains a track record of successful projects under his belt. He has been leading the e-Government Application team at Punjab IT Board with his profound strategic planning, corporate branding, project management and business analytical skills since April 2010.


Fasieh Mehta
Joint Director (e-Government Services)

Fasieh is a highly motivated professional with over 10 years of experience and is recognized as an expert in public service delivery reforms and use of ICT for development. His strongest skills lie in the areas of strategic planning, business analysis, project management, relationship management and business development.
Fasieh joined PITB in January 2011 as an Assistant Program Manager and has moved up the ladder by dint of his hard work and extraordinary dedication. He has successfully conceived, deployed and lead various key initiatives including the Government’s first ever centralized call center platform, the Citizen Contact Center (CCC) and the globally famed Proactive Governance Initiative; Citizen Feedback Monitoring Program (CFMP). He also founded PLAN9; Pakistan’s leading Technology , the Zimmedar Shehri Initiative and was also behind the successful deployment of the Hajj Monitoring System project for the Ministry of Religious Affairs in Pakistan & Saudi Arabia, the Monitoring & Support System for the Prime Minister’s Youth Program in Islamabad, the Cause List Messaging System (CLMS) for the Lahore High Court, the Punjab Blood Line and Punjab Election Monitoring System, to name a few.
Apart from IT project management, he is often engaged by the National Institute of Management & the Information Technology University in delivering lectures and talks on ‘Evidence based E-Governance’ to senior civil servants and students. Fasieh is an MBA with specialization in Marketing and possesses extraordinary analytical, creative and communication skills with a zeal and passion to learn and lead.

Irtaza Hashmat Shami
Joint Director (Audit)

Irtaza Hashmat is leading the Internal Audit wing of Punjab Information Technology Board (PITB), Government of the Punjab as Joint Director Audit. He is playing assurance and advisory role for multiple projects executed by PITB related to various departments of Government of the Punjab. Hashmat has diverse experience of working in public as well as private sector, of more than 11 years in the field of Audit, Finance & Accounts, Taxation and corporate matters. He is a Master of Business Administration; partly qualified Cost & Management Accountant (16 courses); and Certified Internal Auditor-1 (CIA-1; Role in Governance, Risk and Control).
Besides managing the Audit Wing, Hashmat is also looking after the legal cases in coordination with legal advisors of PITB in respect of writs filed in High Court and civil courts of the Punjab.

Moreover, Irtaza Hashmat has been delegated additional responsibilities of Manager Finance of one of the project of Punjab Information Technology Board named as Arfa Software Technology Park.


Maqsood A. Chaudhry
Joint Director (Human Resource)

Maqsood holds a Master’s degree in Human Resource Management from Punjab University. He has 13 plus years of experience as Director, human resources manager, trainer and recruiter in fast-paced, high growth IT companies. He Incorporates larger organizational priorities and goals into HR activities and takes personal responsibility for contributing to an organization’s profitability.  He uses training as a tool for performance improvement and as a supervisory aid. Have excellent communication & organizing skills.
Currently, Maqsood is leading the Human Resource Wing of Punjab Information Technology Board, Government of Punjab as Joint Director (HR), leading multiple Recruitment Threads, acting as the Focal Person of Punjab Youth Internship Program and providing HR services to other departments within the Provincial Government especially Police, Metro Bus Authority, Board of Revenue, Home Department and other Government agencies.


Muhammad Nabeel Khan
Joint Director (Technical)
Mohammad Nabeel Khan is a versatile professional, SharePoint technical  lead and application architect with seasoned experience in full life cycle of application development. He has 9 years of extensive experience with the leadership role in the areas of SharePoint / software application development from scoping, designing, developing, deploying and supporting. He has broad understanding of enterprise scale business applications and portals development using several methodologies on Microsoft Platform (SharePoint 2013/2010,MOSS2007,.Net, SQL Server2008/2012,C#,,JQuery and KnockOutJS).

Currently, Mr. Nabeel Khan is working as Joint Director (Technical) and being a SharePoint technical lead / architect leading the technical team of the project “Establishment of Citizen Facilitation & Service Centers” across Punjab.


Nabeel A. Qadeer
Joint Director (Entrepreneurship & Enterprise Development)

Nabeel is a Project Manager by profession, with over ten years of managerial experience working in the areas of management information systems, business analysis and project management. He excels in organizing & managing various functions of a business, aligning and integrating them to work more efficiently, using the power of technology.

He has co-founded a software development & consultancy firm with offices in two major cities of Pakistan, and a client base spanning across the Middle East, Asia and United Kingdom. Nabeel has been involved as a Project Manager with numerous SMEs across Pakistan helping them streamline and automate their business processes.

Presently, Nabeel is leading the Entrepreneurship & Enterprise Development wing, Punjab Information Technology Board, Government of Punjab as Joint Director; he heads Plan9 (Pakistan’s largest tech incubator), Plan9 TechHub (co-working space for freelancers) and PlanX (technology accelerator).

He is Certified PMP (Project Management Professional), has a Masters in Business Management from University of Strathclyde (Glasgow) and a Bachelors in Computer Sciences from FAST National University (Lahore).


Nadia Riaz
Joint Director (Finance)

Nadia Riaz holds a diverse academic and professional background. She has a professional experience of over 10 years in various medium to large size local and multi national corporations. After graduating from UET Lahore, later in her career, she diverted her expertise towards the finance industry upon completing her MBA degree with majors in Finance from Lahore University of Management Sciences. Her areas of work and interest are corporate finance, risk management and private equity. Today, she is benefitting Punjab IT Board with her intuitive proficiency as the Joint Director of the Finance Department.

Rana Abid Mehmood
Joint Director (Operations and Communications)
Rana Abid Mehmood is a certified PMP (Project Management Professional) having Master’s degree in Computer Science from University of the Punjab. He has 11 years of industry experience both in public & private sector with over seven years of project management experience in Government of the Punjab. His areas of interest include Project Management, Information Systems Planning, ITC Solutions Designing & Implementation, Relationship, People and Operations Management. He has successfully managed and delivered many Medium & Large scale projects.
At PITB, Mr Rana Abid is working as Joint Director (Operations & Communications) in the project titled “Establishment of Citizen Facilitation and Service Centers."
