Office Automation of P&D Department

Project Status

Governments around the world are investing heavily in the fields of computer based Information Services designed to (i) provide an electronic interface between the government and the citizens thus providing them with prompt and friendly services at their door-steps, (ii) make the functioning of the government efficient, transparent and productive. This form of government is commonly termed e-Governance and is considered universally as ‘the shape of governments to come’. Modern computing technologies and Internet is playing a vital role in this and the governments are making use of both to provide e-governance.

Punjab province is taking a lead in the country in defining and implementing various e-government projects. The Planning and Development Department (P&D), is the central hub of all the planning of development schemes at the Provincial level. It coordinates and monitors the programs prepared by the organization concerned with provincial development. The department also gives its input into the preparation of national five year plan, prepares overall provincial plan and the Annual Development Program. It acts as a catalyst between different departments in order to improve the pace and quality of economic development in the Province.

 
 

 

The main functions of the Planning and Development department are:

Assessment of the material and human resources of the province; formulation of long and short term plans.

Recommendations concerning, prevailing economic conditions, economic policies or measures. Examination of such economic problems as may be referred to for advice.

Coordination of all economic activities in the Provincial Government.

Formulation of the provincial ADP/Development Plans

Approval of Development Projects

Monitoring the implementation of Development Projects

Coordination with the line departments relating to the development activities

Coordination of external capital assistance

 

The project is aimed developing a web based system for the department which will automate the ADP related functions at the department. All the data about the projects and their status will be stored in a central database and the users will be given access to this database according to their authorization and needs. The system will be web based using modern and state of the art software development tools. The departments will be able to submit their development schemes online through this system on prescribed electronic forms. They will also be able to submit their progress reports online through this system on prescribed electronic forms.

The management at P &D will be able to retrieve this data as and when required. The system will produce, in addition to the ADP, such reports as:

Sector wise schemes list

District wise schemes list

Financial allocation wise list

CM directives wise list

On-going schemes list

Approved / un-approved schemes list

Donor wise schemes list

Synopses of a scheme

Foreign funded schemes list, etc, etc
