Trying to enter into the information age at a much higher pace, there is substantial evidence that Pakistan would definitely have trouble with keeping up the demand for new IT workers. The attractive salaries offered to IT workers in developed world are making the worst ever brain drain. With the current growth trends in the local industry, it is expected that demand of academically skilled IT workers would be highest than ever. Most of the fastest growing companies in Pakistan are already reporting the inadequate numbers of skilled IT workers to staff their operations. It is therefore imperative to build a highly talented pool of skilled IT workers to meet the demand of local industry.

It is not unusual for many countries to invest substantially into human resource development and education. Many developed economies spent a significant portion of their gross domestic product (GDP) on education. Whereas primary education in Pakistan has been adequately funded in the past, tertiary education remains a problem to lay the foundation of further development of IT sector in the country, the Government must invest substantially into the education sector. Scholarship and fee subsidy offering to the meritorious and talented students is one of the key strategies to take a jumpstart in this sector. It is therefore high time for the Government to invest into human resource; an area that has been neglected over past many years and has led to the present deterioration of social structure in Pakistani society.

The goal of the scholarships is to build capacity. There can be no better project for Pakistanis and no better role for the Government than to help young students prepare for the knowledge based society of 21st century. Thus the capacity to extend accessibility to under graduate and graduate education in IT is couched in the assumption that it would help produce an educated, professional and highly productive labour force that can compete in knowledge based society and lead Pakistan to a vibrant economic force.
