Computerization of Zakat and Ushr Department

Project Status

This project is aimed at computerization of Zakat & Ushar Department in all 34 districts, development of database of beneficiaries and development of standards computerized accounting system for the department.

As stated earlier, the Zakat & Ushar Department is responsible for distributing the zakat to the needy people. The Central Zakat Council (CZC) in Islamabad defines the policies for the distribution of zakat and also allocates the budget for each province. Zakat & Ushar Department reports its budget utilization to Central Zakat Administrator (CZA) in Ministry of Religious Affairs (MoRA). The department has number of schemes to distribute the funds to the needy people.

The Department distributes zakat through District Zakat Offices (DZO). There are number of local zakat committees in each district who identify and recommends the needy persons for zakat to the DZO. Presently there are approximately 25267 such committees in the province. The department has number of schemes through which it helps the people in leading their lives. Following is a brief of these schemes:


 
 

 

Guzara Allowance

A sum of Rs. 500 is paid per month to the beneficiary under this scheme. The beneficiary must not be getting any other assistance through any other scheme of provincial or federal government.


 

Educational Stipends

These stipends are given to the needy students on monthly basis. The amount varies from Rs. 75/- per month to Rs. 874 per month according to the level of the student. All types of students are covered under this scheme, viz., primary, middle, high, college, engineering and computer science.

 

Stipends to Students of Deeni Madaris

These stipends are provided to the students of deeni madaris. The amount varies from Rs. 150/- to Rs. 1000/- per month.

 

Health Care

This grant is provided to the needy patients in hospitals. The maximum amount is Rs. 2000/- to the indoor patients and Rs. 1000/- for outdoor patients.

 

Rehabilitation Package

This is one time grant to those who wants to start their own business. There are different categories and the amount varies from Rs. 10,000/- to Rs. 35,000/- depending upon the nature of business one wants to do.

 

Grant for Marriage of Mustahiq Girls

This scheme is for women only where a maximum of Rs, 10,000/- is given for the wedding of a poor girl.

There were approximately 0.6 million beneficiaries in all these schemes in year 2003 according to the data provided by the department. This number is increasing every year and maintaining these many records manually is very cumbersome. Therefore, this project has been defined through which a database of all the beneficiaries will be developed and will be available online.

The verification of the applicant will be done online and this would eliminate the chances of duplication, that is, one person getting grant from more than one sources. For verification, a system called VERISYS developed by NADRA will be used and for this purpose NADRA has offered to provide the support free of cost to this department.

Both the offices of the secretary and administrator will be networked. The DZOs will be connected to the server room through Internet. For this a dial up internet connection will be provided at each DZO through which the DZO will dial its local ISP and connect to the main server for uploading / downloading of data.
