CDGL: Citizen e-Services

A bulk of the Citizen oriented Services like issuance of birth certificates, death certificates, marriage and divorce registration are to this date being executed manually. This means that not only are certificates and/or legal documents being generated by hand but the data is entered and stored in hard copies. This gives rise to two main issues:  
  • There is ample room for forging certificates and legal identity documents and at the same time people not authorized to issue these certificates can take undue monetary advantages serving as third parties to expedite the services offered by the government.
  • The data in the form of hard copies is highly prone to destruction and fornication.

Solution

PITB plans to digitize the process of delivering citizen oriented services. The first target is issuance of domiciles. Through the system developed PITB will ensure the following:
  • The certificate document paper must be unique and only available with the personnel authorized by the government to issue the certificate.
  • The document is enabled with digital security features.
  • Each document is holds a unique serial number which is traceable through a central system.
  • Picture and thumb prints are printed digitally on the document.
  • All data is entered in a central database accessible to the authorized person only.
  • Soft form of data to ensure no duplicity and issuing of invalid certificated (out of serial order document).
  • Allow citizens to trace, renew or reissue their documents through web and get their queries answered.

Value Proposition

  • Curb identity theft and issuance of fake certificates.
  • Avoid citizens having to pay undue fee over and above that required by the government.
  • Allow citizens access to a system to obtain their certificates from the right source smoothly and without having to pay extra ensure services, placement in civil services, public-sector jobs and universities takes place according to the stated rules based on residency status of a citizen.
