Chairman, PITB

Dr. Umar Saif has extensive experience in academia, management, consulting and entrepreneurship in the IT sector. Dr. Saif received his academic training from LUMS, Cambridge and MIT. He did his BSc (Hons) from LUMS (1998), PhD from University of Cambridge (2001) and Post-Doctorate from MIT (2002). Dr. Saif has received Executive Education from the Harvard Kennedy School on Global Leadership and Public Policy in 2013.

In 2013, Dr. Saif was appointed the founding Vice-Chancellor of the Information Technology University (ITU), Punjab, where he is responsible for establishing a new publicly chartered university with programs in Computer Science and Electrical Engineering.

Dr. Saif has received numerous awards for his work. He was awarded Sitara-i-Imtiaz (SI), one of the highest civil awards by Government of Pakistan, in 2014 in recognition of his services to Pakistan. He was the first Pakistani to be named as one of the top 35 young innovators in the world (TR35) in 2011 by MIT Technology Review. He was the first Pakistani to receive the prestigious Google Faculty Research Award in 2011. He was selected as a Young Global Leader (YGL) by the World Economic Forum in 2010. Dr. Saif is a recipient of the MIT Technovator Award in 2008, Mark Weiser Award in 2008, IDG CIO Technology Pioneer Award in 2008 and Digital Inclusion Award from Microsoft Research in 2006. His papers have received best paper awards in ACM CHI 2013 and IEEE Percom 2008. During his doctorate studies, Dr. Saif was a Trinity College Overseas Scholar and Commonwealth Scholar at University of Cambridge. Dr. Saif received his PhD at the age of 23 years from University of Cambridge and first Pakistani to receive a PhD in Computer Science from Cambridge.

Dr. Saif’s work has received widespread recognition in popular media, including The Economist, Time Magazine, Forbes, New York Times, Washington Post, Wall Street Journal, CNN, BBC, New Scientist and MIT Technology Review. His research has received grants from Microsoft, Google, Oxygen Consortium at MIT, Cambridge-MIT Institute (CMI), USAID, World Bank and HEC. Dr. Saif has authored several influential publications and is a Fellow of the Cambridge Commonwealth Trust.

Previously, Dr. Saif worked and taught at the MIT Computer Science and Artificial Intelligence Laboratory (CSAIL) as a research scientist for four years, where he led the group that developed system technologies for project Oxygen — a US$50 million project sponsored by the US Department of Defense (DARPA) and an Alliance of IT companies. While at MIT, Dr. Saif also managed the multi-million dollar collaboration on future computing technologies between University of Cambridge and MIT, sponsored by the Cambridge-MIT Institute (CMI).

Dr. Saif worked as a fulltime faculty member at LUMS between 2006-2013. In 2009, Dr. Saif became one of the few professors who were awarded permanent Tenure by LUMS.

Recently, Dr. Saif has worked as Chairman of the Punjab Information Technology Board (PITB), heading all public-sector IT projects in the Government of Punjab since Nov 2011. During his tenure as Chairman of the Punjab IT Board, Dr. Saif launched several initiatives aimed at improving citizen services for police, high-court, city district government, health and education, especially using smartphones. He led the development of Punjab Innovation Policy in collaboration with Google and launched Plan-9, Pakistan’s first and largest public-sector startup incubator. He is largely credited with revamping the intermediate and matric exam system in Punjab, after a complete debacle of the exam system in the previous year. Under his leadership, PITB designed the smartphone-based early epidemic warning system that played a central role in fighting the Dengue epidemic in Punjab in 2012, and rolled out an innovative citizen feedback model for fighting corruption using technology. PITB also led the deployment of the first Automatic Fare Collection system for mass transit in Pakistan and automated the operations of the first Lahore Metro Bus System. Dr. Saif led the development of Pakistan’s first e-learning platform, making school textbooks in Punjab freely available online, augmented with interactive learning resources.

Dr. Saif has widely consulted for Asian Development Bank, USAID, World Bank and DFID on e-governance projects with the Government of Pakistan. He has consulted for ADB for the civil service reform program with Punjab Public Service Commission (PPSC) and S&GAD; DFID for evaluating the IT systems developed for the Faisalabad Devolution Program; USAID for the Rural Tubewell Energy Efficiency Program; and the World Bank for the Punjab Land Record MIS (LRMIS).

Dr. Saif served on the World Economic Forum’s Global Agenda Council on Pakistan between 2013-14. He has served on the Boards of several government and semi-government organizations, including Aitchison College, Bank of the Punjab, Technical Education & Vocational Training Company (TEVTA), Engineering Consultancy Services of the Punjab, Urban Sector Planning and Management Services Unit, Lahore Parking Company, Punjab Municipal Development Fund Company and Punjab Educational Endowment Fund.

Director General (IT Operations)

Having more than 17 years of industry experience and a veteran in the field of Information Technology, Faisal Yousaf is driving major IT initiatives as Director General (IT Operations) in Punjab Information Technology Board. After completing his formal education in Computer Sciences Yousaf started working at Netsol as a Software Engineer. Later he joined Punjab Government services as Project Director and also had the opportunity of being the CTO of Chief Minister Secretariat Punjab. A keen strategist, planner and implementer, Yousaf has tremendously helped the industry flourish in Punjab through his devoted and skillful management. His sturdy leadership qualities and remarkable negotiation skills makes him one of the most impactful business technology executive of the industry.

Director General (e-Governance)

With over 17 years of experience in both private and public organizations, Sajid Latif brings with him extensive knowledge and understanding of how the Government functions. His guidance and mentorship helps us find our way through complex governmental procedures smoothly. He holds a Master in Computer Science from Bahauddin Zakariya University, Multan and has also been in the academia as a visiting faculty in various colleges.

Director General (IT Solutions)

Waqar N. Qureshi is an IT industry veteran with over 25 years of local and international experience in IT management, software development, and large-scale rollout of globally-proven ICT solutions. He has successfully spearheaded several important information technology initiatives for Education, Health, Transport, Livestock, and Agriculture sectors - including the provisioning of e-citizen services, automated fare collection systems, and m-governance applications.
 
Prior to joining PITB, he has held leading IT management positions at the Lahore University of Management Sciences (LUMS), Pakistan, United Technologies Carrier, UAE, and Vroom Technologies, USA. He has a double-major in computer science and economics.

General Manager (IT)

Burhan Rasool is a FAST-NUCES Alumnus having e-Governance expertise added with Software Project Management background. He heads the Software Engineering Unit of more than 100 techies, devising software solutions for multiple departments like Health, Education, Agriculture, Police, Anti-Corruption & others. He received the Innovation Hero Award from the Chief Minister Punjab, for his role in developing the (smartphones based) Monitoring Platform that helped a great deal in controlling the dengue epidemic in 2012. In August 2016, he was honored with Young Development Leader Award by Federal Planning Commission, Government of Pakistan. He is currently focused on Police Reforms project.

Director (Software Engineering)

Adil Iqbal Khan has 12 years experience of software engineering and technology reforms in public and private sector.

He is leading the software development team at PITB that aims at improving performance of Health, Education,  Agriculture & other departments. He is one of the key members of Police Technology Reforms Project recently scaled across Punjab.

Prior to joining PITB, Adil worked as Data Integration Consultant at Teradata, Assistant Manager at Mobilink and Software Engineer at Techlogix. Director (Human Resources)

Mr. Ahmed Adeel is heading HR Wing of PITB. This promising individual has more than 14 years of experience in the areas of Human Resource Management, HR Information Systems deployment and HR & Manpower analysis. He has done MBA (HR) and has served numerous prestigious organizations including Lahore University of Management Sciences – LUMS. Adeel has helped in refining and streamlining various HR processes and under his leadership HR Wing is providing HR Related operational and strategic support to multiple projects executed by PITB.
His expertise are in developing HR processes and embed policies and procedures into Information Systems. He is working on various HR related initiatives including deployment of HRIS that will make HR related information readily available and will automate various HR processes.

 

Director (Development & Procurement)

As Director at PITB, Ata is heading Development & Procurement wing. He holds Master degree in Business Administration with concentration on Technology Management. Ata brings with him more than a decade of experience working with Federal Government and donors such as the World Bank and DFID. Ata has helped us to reform our procurement process and manage development portfolio of ADP schemes worth 10 billion rupees.

As a public management professional, Ata has got extensive knowledge and experience of public procurement and public sector projects funded by international development organizations. Besides leading Development & Procurement team; he is also working on E-procurement project, aimed to automate Government procurements at state level in collaboration with PPRA and the World Bank.

Director (Entrepreneurship & Enterprise Development)

Atif has accumulated experience of over 20 years of experience working in ICT space. Before joining Punjab Information Technology Board, he was the Country Manager for Crossover in Pakistan whereby he was instrumental in launching Crossover’s remote jobs platform in Pakistan.

Director (Audit)

Irtaza Hashmat is leading the Internal Audit wing of Punjab Information Technology Board (PITB), Government of the Punjab as Director Audit. He is performing advisory role for multiple projects executed by PITB related to various departments of Government of the Punjab. Hashmat has diverse experience of working in public as well as private sector, of more than 13 years in the field of Audit and Finance. He is an Associate Forensic Auditor (AFA), Certified Internal Control Auditor (CICA), Certified Financial Consultant (CFC), Certified Forensic & Audit Analyst (CFrA), Master of Business Administration (MBA), and partly qualified Cost & Management Accountant.
Besides managing the Internal Audit Wing, Hashmat is also looking after the legal wing of PITB in coordination with legal advisors of PITB.

Director (Citizen Facilitation Services)

Muhammad Waseem Bhatti is a Computer Science graduate with a Master’s degree in Software Engineering. He is a Certified Microsoft Certified Technology Specialist (MCTS) & Oracle E-Business Suite R12 Supply Chain Certified Expert Consultant (Purchasing).He has 16 years of managerial experience in Program Management, Information Systems Planning, Development, Implementation, Procurement, Contract Management and Vendor Management. He has successfully managed and delivered many Enterprise Scale Projects.

Currently, he is working as Director (Citizen Facilitation Services) and being Project Director (Citizen Facilitation & Service Centers) leading PITB’s flagship project Establishment of Citizen Facilitation & Service Centers across Punjab.

Chief Financial Officer / Secretary to Board

Nadia Riaz comes from a diverse academic and professional background. Her professional experience expands over a time span of ten year. She has been a part of some of the best local and multi-national organizations. After graduating from UET Lahore, she diverted her expertise towards the finance industry upon completing her MBA degree with majors in Finance from Lahore University of Management Sciences. Her areas of work and interest are corporate finance, risk management and private equity. Today, she is benefitting Punjab IT Board with her intuitive proficiency as the Chief Financial Officer.

Director (Administration)

He is having 20 years of vast experience in administration and senior level management. He is experienced and skillful in the start-up and leadership of new organizations with management experience in the strategic planning, staffing, budgeting, resource allocation and leadership of administrative field, maintenance, training and logistics. He has been handling the procurement, control, management and supervision of operations and maintenance of entire fleet of transport. He has been involved at different levels in close coordination, building government relations, media projection, planning and implementation of Corporate Social Responsibility Projects.

Director (e-Government Applications)

Saflain Haider, a graduate from Kingston University, holds an extensive experience of managerial roles at leading enterprises of Pakistan and the United Kingdom. Haider, an innovator and out of the box thinker, maintains a track record of successful projects throughout his career. He has been leading the e-Government Application team at Punjab IT Board with his profound strategic planning, corporate branding, project management and business analytical skills since April 2010. e-government has flourished from this visionary’s leadership, being the reason for his promotion from Joint Director (e-Governance Applications) to Director (e-Government Applications).

Director (Training and Development)

Saima Shaikh, a Master’s in Computer Science from Lahore University of Management Sciences (LUMS), holds a diverse working experience of 15 plus years in both corporate and education sector. She started her professional career as an entrepreneur laying the foundation of LumenSoft Technologies. Later she diverted towards academia and headed the Computer Science Department of Kinnaird College for Women. During her strong academic career, she also worked as an Adjunct Faculty at LUMS. Further, she has been delivering lectures on ICT and e-Governance to Senior Civil Servants since 2001.

Saima Shaikh joined PITB in June 2010, and ever since she has successfully led some key projects like Punjab Law Portal, the establishment of Microsoft Innovation Centre in Lahore, and Oracle certifications through IT Training Academy. Besides many other major projects, Saima Shaikh, is managing the Online Web Presence of Punjab Government departments; various IT trainings, conferences & workshops; and numerous development projects of the Punjab Government.

With her devotion and commitment, she is also providing constant support to different Federal Departments. The Hajj Management System, another jewel in her crown, has been praised and adopted internationally.
